Abstract
1998 marked the fiftieth anniversary of the General Agreement on Tariffs and Trade (GATT). GATT and its successor, the World Trade Organization, have greatly advanced free trade. Today tariffs are one-tenth of what they were in 1948. The world community nevertheless has much work to do even with regard to tariff barriers and has taken only the first steps to end non-tariff barriers to trade. The United States still has a 14.6% tariff on clothing. Worldwide, agricultural tariffs average 40%. Political opposition is likely to thwart any attempt at broader trade reform that does not address the related issues of antitrust, environmental protection, and workers’ rights. This symposium discusses the need to reshape antitrust law.
