Abstract
The rapid evolution of technology makes it imperative for government to support the further evolution of our standards-based National Information Infrastructure (NII). A decision by the government to support the formation and operation of additional private consortia would facilitate the rapid, cost-effective and efficient evolution of the many new specifications and standards necessary to permit the NII to continue to develop and keep America competitive.
