Abstract
Enterprise Architecture planning and development (EAP) uses a combination of business and technology viewpoints to promote effective and efficient use of IT in a complex enterprise. Classic EAP, however, does not take into account the inter-organizational perspective that is essential to interoperability using XML based industry standards such as ebXML and HL7. This paper outlines this missing dimension in EAP, in a form especially suitable for Government organizations.
