Raising the Stakes for Standard Setting

For more than 100 years, the National Standards Policy of the United States has been that the private sector will lead in the development of consensus standards, while the government plays a supporting role. This policy is incorporated in the National Technology Transfer and Advancement Act of 1996 (see www.nist.gov for details) and continues to hold today.
