Abstract
There is no agreed upon definition of open standards, and so we don't always mean the same thing when we talk about them. In this article, Lawrence Rosen proposes a set of principles for open standards, and explains how a clear definition will encourage the development of open standards that can be implemented in both open source and proprietary software.
