Abstract
Internet or Cyberspace is characterized by that there are no geographic limitations, anonymity, ability to escape controls, structural hierarchies and zones, interactive and dynamic nature, electronic linkages. An actor that intends to build a market in this environment will have some help from the state-based legal community in building the market. A market is a place where goods and services can be sold and bought in order to satisfy the need for safe trade and to minimize risks among the actors involved in the market. One way that has been used in market creation is to build markets based on standards.
