Abstract
During the second half of 2004, the Netherlands is presiding the European Union. In the framework of the European Public Administrations Network, attention will be given to the importance of the use of open standards, as part of the e-government working group's work program. It builds further on the work done under the Irish presidency. During the Irish presidency the Directors-General have adopted the interoperability architecture principles “Key principles on an interoperability framework ”, distinguishing three levels of interoperability (organizational, semantic and technical). Interoperability is considered to be of main importance for a better performing government.
